This fan is based on a painting by Kuniyoshi Utagawa was a famous Japanese painter. This is a cat version of Utagawa Hiroshige's "Fifty-three Stations of the Tokaido". This is the version that matches the words.
Kuniyoshi was really famous for his love of cats, and I think that shows in this picture.
